欧洲ETA认证介绍
EOTA/ETA（European Technical Assessment）是欧洲技术评估的英文缩写，它是一种针对特定建筑产品的认证体系，这些产品在欧盟安全CE建筑产品法规——即Construction Products Regulation (CPR) (EU) No 305/2011中，由于其特殊性或新颖性，可能不存在适用的协调标准或未被规定为强制CE认证范畴。

建筑建材产品通过ETA认证，意味着该产品在特定应用范围内的技术性能经过了权威的欧洲技术认可认证机构的评估，并获得了强有力的认可。对于那些依据CPR法规，现有协调标准无法涵盖或没有强制CE认证要求的产品来说，ETA认证成为了证明其符合欧盟市场准入要求的关键途径。

一旦产品成功通过ETA符合性评估程序，证实其满足了ETA相关技术指南和要求，并且制造商建立了有效的生产质量控制体系，该产品便可以在获得授权后粘贴CE标识，表示其符合欧盟的相关规定。

EOTA的主要职责是编写ETA指导方针，并负责与ETA认证相关的一切活动。EOTA与欧洲的EC， EFTA， CEN等组织都有紧密的联系与合作关系。

ETA认证的意义
欧洲技术评估(ETA)是一份根据建筑产品基本特征提供其性能信息的声明文件，自2013年7月1日起在所有欧洲成员国和欧洲经济区生效的《新建筑产品条例(欧盟)第305/2011号》中已有ETA认证的相关诠释。建筑建材产品的ETA认证是对产品在指定应用范围技术性能的有力证明，由建筑材料制造商自愿申请。建筑建材类产品可以申请ETA认证的前提是：建筑产品不在或不受任何欧洲统一标准(hEN)及其评估方法和载于标准欧洲评估文件(EAD)中，当产品通过ETA符合性证明程序，满足ETA相关标准，欧洲技术认可认证机构将允许制造商在产品上标注CE标识。

“CE”标志是一种安全认证标志，被视为制造商打开并进入欧洲市场的护照。凡是贴有“CE”标志的产品就可在欧盟各成员国内销售，无须符合每个成员国的要求，从而实现了商品在欧盟成员国范围内的自由流通。

哪些产品适用ETA（European Technical Assessment）认证？

1. 预埋件ETA认证/槽埋ETA认证（Anchor Channel）：在混凝土浇筑前预先安装在模板内或结构内部的金属构件，如U形或C形钢槽、角钢、钢板等。

2. 车修壁虎ETA认证（Wedge Anchor）：一种打入式膨胀锚栓，主要用于将机械设备、管道支架、电缆桥架等固定在混凝土基材上。

3.预应力锚具ETA认证（Post-Tensioning Anchor System）：是预应力混凝土结构中不可或缺的部件，主要用于传递和控制预应力筋（如高强钢绞线、钢丝束等）的张拉力。一套完整的预应力锚固系统通常包括锚杯（或锚垫板）、夹片（或螺旋筋）、锚塞（或封浆管）等组件。

4.伸缩缝ETA认证（Expansion Joint）：为适应建筑物或构筑物在温度变化、荷载作用、地基沉降等因素影响下产生的变形而设置的一种构造缝。其主要功能是允许结构各部分在一定范围内自由伸缩，防止由于变形过大而导致的开裂、渗漏、结构破坏等问题。

以及，Metalexpansion fasteners（金属膨胀紧固件ETA认证）、Undercut fasteners（背栓ETA认证）、Displacement-controlled fasteners（位移控制紧固件ETA认证）、Bonded fasteners and post-installed rebars（化学锚栓ETA认证/植筋胶ETA认证） Power actuated fasteners（动力驱动紧固件ETA认证）、Plastic fasteners for External Thermal Insulation Composite Systems (ETICS)（外墙保温系统塑料紧固件ETA认证）、Plastic fasteners for masonry（石材紧固件ETA认证）等。

以上各类紧固件在特定条件下，如果缺乏统一的欧洲协调标准或不符合CE标记的简单路径，它们可以通过ETA认证来证明其在指定应用范围内的技术性能符合欧洲市场的要求。

ETAs评估文件
欧洲标准主要包括欧洲技术组织（EOTA）颁布的欧洲技术认证指南ETAG 001和相关的技术报告，其中锚栓最重要的评估文件主要在ETAG 001的Part 1-6, 是专门用于“混凝土锚固的金属锚栓”的评估文件。ETA认证在全体欧洲自由贸易协议成员国有效，证书有效期5年。

4、Test reports 产品检测报告（如生产商曾为该产品申请检测）

ETA认证流程及主要工作是什么？

1.前期准备阶段

法规研究：企业首先需要了解和研究相关的欧盟法规，如《建筑产品法规》以及对应的产品分类、性能要求和适用的欧洲评估文件。

自我评估：分析产品特点和预期用途，判断是否属于需要ETA评估的产品范围。

2. 申请提交阶段

选择认证机构、提交资料、与认证机构协商制定产品的技术评估方案。

3. 产品评估阶段

产品测试：按照规定的方法和标准进行产品性能测试，可能涉及实验室试验、现场验证、计算模拟等多种方式。

文档评审：认证机构对提交的技术文件进行全面审查。

4. 认证决定阶段

评估结论：认证机构根据测试结果和文档评审给出ETA评估报告。

颁发ETA证书：如产品满足要求、审厂通过，认证机构将签发ETA证书，允许产品在产品标签或包装上标注CE标志。

5. 后续维护阶段：质量控制、跟踪监督等；

总的来说，ETA认证的主要工作包括但不限于产品技术文件的准备、产品性能的测试与验证、质量体系的建立与维护，以及与专业的ETA认证机构/认证服务机构（如衡硕检测）的沟通与协作，确保产品达到欧盟市场准入的技术要求。
